Completely new method of manufacturing the smallest structures in electronics

Thursday, November 29, 2012

A completely new method of manufacturing the smallest structures in electronics could make their manufacture thousands of times quicker, allowing for cheaper semiconductors. The findings have been published in the latest issue of Nature.

Instead of starting from a silicon wafer or other substrate, as is usual today, researchers have made it possible for the structures to grow from freely suspended nanoparticles of gold in a flowing gas.

Behind the discovery is Lars Samuelson, Professor of Semiconductor Physics at Lund University, Sweden, and head of the University's Nanometre Structure Consortium. He believes the technology will be ready for commercialisation in two to four years' time. A prototype for solar cells is expected to be completed in two years.

"When I first suggested the idea of getting rid of the substrate, people around me said 'you're out of your mind, Lars; that would never work'. When we tested the principle in one of our converted ovens at 400?C, the results were better than we could have dreamt of", he says.

"The basic idea was to let nanoparticles of gold serve as a substrate from which the semiconductors grow. This means that the accepted concepts really were turned upside down!"

Since then, the technology has been refined, patents have been obtained and further studies have been conducted. In the article in Nature, the researchers show how the growth can be controlled using temperature, time and the size of the gold nanoparticles.

Recently, they have also built a prototype machine with a specially built oven. Using a series of ovens, the researchers expect to be able to 'bake' the nanowires, as the structures are called, and thereby develop multiple variants, such as p-n diodes.

A further advantage of the technology is avoiding the cost of expensive semiconductor wafers.

"In addition, the process is not only extremely quick, it is also continuous. Traditional manufacture of substrates is batch-based and is therefore much more time-consuming", adds Lars Samuelson.

At the moment, the researchers are working to develop a good method to capture the nanowires and make them self-assemble in an ordered manner on a specific surface. This could be glass, steel or another material suited to the purpose.

The reason why no one has tested this method before, in the view of Professor Samuelson, is that today's method is so basic and obvious. Such things tend to be difficult to question.

However, the Lund researchers have a head start thanks to their parallel research based on an innovative method in the manufacture of nanowires on semiconductor wafers, known as epitaxy ? consequently, the researchers have chosen to call the new method aerotaxy. Instead of sculpting structures out of silicon or another semiconductor material, the structures are instead allowed to develop, atomic layer by atomic layer, through controlled self-organisation.

The structures are referred to as nanowires or nanorods. The breakthrough for these semiconductor structures came in 2002 and research on them is primarily carried out at Lund, Berkeley and Harvard universities. The Lund researchers specialise in developing the physical and electrical properties of the wires, which helps create better and more energy-saving solar cells, LEDs, batteries and other electrical equipment that is now an integrated part of our lives.

Lack of a ?Foreclosure Wave? Determined By Banks | FDL News Desk

Here?s a pretty jerky victory lap clearly planted by the mortgage lending industry, with the boastful title ?Foreclosure Wave Averted as Doomsayers Defied.? Let?s hear this out for a second.

When banks pulled back on foreclosures two years ago following a government investigation into allegations of faulty practices, market researchers, academics and Wall Street analysts said that a surge of delinquent homes would deluge the U.S. market once lenders resolved the claims and worked through backlog, driving down prices for years to come. RealtyTrac Inc., a seller of property data, warned a year ago of a ?new set of incoming foreclosure waves.? Susan Wachter, professor at the University of Pennsylvania?s Wharton School, said in February that a logjam may be ?unleashed? and destabilize the market.

In fact, the flood failed to materialize, even after the five biggest U.S. mortgage servicers reached a $25 billion settlement with federal and state regulators in February. Instead, the number of properties for sale shrank to the fewest in a decade, prices appreciated at the fastest pace since 2005, and the gradual healing of the housing market helped boost consumer confidence and the economy.

?We don?t have enough homes now to meet the needs of the market,? Paul Jacobson, a Stockton native and real estate broker for 22 years, said as he cruised the city?s northern fringe, where suburbia meets farmland. ?People see a foreclosed home for sale in this area and they?re going to jump on it.?

Missing here is any understanding of who controls the timing of a so-called foreclosure wave. Banks do the foreclosing, after all, and it?s really up to them whether or not to put inventory on the market or to foreclose at all. And in both cases, they haven?t moved forward for very specific reasons. Professor Adam Levitin had a solid response to this article.

First of all, we aren?t seeing a ?foreclosure wave? because mortgage servicers still don?t have the capacity for mass foreclosures above and beyond their current pace. Aside from them not hiring enough specialists, many states responded to the crisis and the foreclosure fraud scandal by passing their own due process laws designed to stop illegal foreclosures. The industry calls these states dirty names, but they happen to be the REASON for the lack of a foreclosure wave.

In addition, as Levitin writes:

Moreover, the banks? plan for several years has been to slowly recognize losses against earnings. If all defaults had been foreclosed at once, the banking system would look a lot less solvent. The game plan has always been to run the clock. Hence all the ?kick the can down the road? mods. As a result, what we?re likely to see is not a foreclosure tsunami, but rather an extended foreclosure high-tide.

Assuming no major hiccups (e.g., interest rates rising), it will still take a few years before foreclosure levels return to historic averages. Unfortunately, that?s when a lot of 2009-2011 HAMP mods will start to have their interest rates rise. Probably not a crisis from that, but certainly not good.

A very good and overlooked point there. HAMP modifications are TEMPORARY. They expire in five years, which means we have the rate recast threat that we saw with adjustable-rate mortgages, not a main driver of the crisis but certainly something that made the crisis worse.

Not to mention the fact that the potential expiration of the Mortgage Forgiveness Debt Relief Act (thanks for catching up, Wall Street Journal!) will make principal reductions and short sales a thing of the past and generate a lot more foreclosures. One of the reasons we haven?t seen a foreclosure wave comes from banks using alternative options like short sales and, in select cases, principal reduction. Incidentally, the endgame in the short sale is that the homeowner loses the home, so while it?s better for the borrower, it?s hard to see the social benefit to saying ?Nyah nyah, there hasn?t been that foreclosure wave, just a lot of forced short sales!?

The point is that any slowing in the foreclosure process, as much as banks whine about it, helps their bottom line and should be seen as deliberate. It?s one of the things propping up the market; the slow absorption of home defaults. ?Foaming the runway,? if you will.

Foreclosure starts remain four times above traditional levels. If Bloomberg considers that extended high level a ?strategy? that is ?paying off? because prices have risen, well, congratulations.

UPDATE: Incidentally, if you don?t believe that banks are holding back inventory and goosing prices, this is from the article, referring to Stockton, California:

There were 6,650 properties with unresolved code violations as of Sept. 30, about two-thirds of which were vacant because the owners walked away and banks hadn?t foreclosed, Lemos said. His team stages night raids to oust squatters from abandoned properties. To give the appearance homes are occupied, they paint dry lawns green.

British Sports Mogul None Too Keen on Harvard?s ?Community Values? of ?Integrity? and ?Honesty? [Updated]

In early October,?Outside published a 5,000+ word expos? of Tough Mudder, the adventure racing company founded in 2010 by Will Dean, an alumnus of?Harvard Business School. The story is well worth reading in full for journalist Scott Keneally?s thorough assessment of the company?s rapid growth over the past two years. (Update: there?s also a trailer!)

What really snagged our attention, however, was Keneally?s survey of allegations that Will Dean stole the idea of Tough Mudder while he was a student at HBS.

The evidence of wrongdoing hinges on a Harvard-endorsed field study Dean performed at Tough Guy Limited, in the United Kingdom, where Dean is from. In a nut: after completing the field study, Dean submitted to Harvard and Billy Wilson (the proprietor of Tough Guy Limited) two different reports of his work:

In December, when Dean completed his report, he submitted one version to Harvard and a slightly modified one to Wilson. Both described the potential for more events, but the version he sent to Wilson omitted key recommendations for how he might immediately expand. Rather, he suggested Wilson adopt a wait-and-see approach. Wilson was unimpressed with the report, and the two men fell out of touch.

It?s sort of like The Social Network (minus the Trent Reznor soundtrack) ? except that Harvard eventually took action against Will Dean.

Keneally discusses an internal Harvard investigation that arose from a complaint Billy Wilson sent to the biz school?s faculty less than two weeks after Tough Mudder staged its first event in the spring of 2010. We recently got our hands on the text of the investigation?s final ruling, which?Outside quotes from, and it?s actually a bit more unsparing than the magazine lets on.

Harvard?s Conduct Review Board found that Dean lied, repeatedly, about the nature of his field study of Tough Guy Limited ? the company on which he based his own. (Another surprising revelation: that Harvard Business School ? alma mater of Rajat Gupta and Jeffrey Skilling, among others ? has ?community values?, and that those ?values? include ?honesty? and ?integrity?.)

A sampling:

Then on October 1, 2008, Will emailed TGL, opening with an apology for not being in touch sooner because ?I am afraid I have been pretty busy here with mid-term exams.? The semester was merely in its first month at that point, of course, (and few EC courses have mid-term exams in any event). In the message he also spoke of professors at Harvard Law School who ?have agreed to help us on this.? When asked in our interview who specifically had agreed to help, however, Will said he had sent out some e-mails to HLS faculty but had received no response. His statement to TGL about HLS involvement was a falsehood.

Keneally reports that Harvard ?placed Dean on alumni probation for five years.?

Harvard Business School
Conduct Review Board
Findings of Fact
In the Matter of
William Dean

This case arises out of an allegation made by Tough Guy Limited (TGL), a UK-based company, about the conduct of William (Will) Dean (MBA 2009) while he was a second year student at HBS and subsequently. Specifically, it contends that he inappropriately used confidential information and related material provided by TGL which it provided in connection with an HBS Individual Student Research (ISR) project for his own development of an apparently similar commercial enterprise.

Will Dean has denied the allegations, stating: ?I refute all claims made by Bill Wilson (the CEO ofTough
Guy Limited). I have reviewed with my US and UK attorneys the guidelines for HBS ISRs and the HBS Community Values and am quite certain that I have in no way violated any guideline set out by Harvard.?

A Conduct Review Board (CRB) was convened to consider this matter. Its members included:

* [Redacted], MBA 2011 student
* Cathy Hutchinson, HBS staff member
* [Redacted], MBA 2011 student
* Henry Relling, HBS taculty member
* [Redacted], MBA 2011 student
* Luis Viceira, HBS faculty member
* Michael Wheeler, HBS faculty member, CRB Chair

Brit Dewey, Director, Communilty Values Program, assisted the CRB in the course of its review.

Process

The matter came to Harvard Business School?s attention on Friday, February 12, 2010, when Doug Brodie, a financial adviser at Master Adviser IFA Limited, contacted HBS Dean Jay Light by e-mail on behalf of Tough Guy Limited to make the allegation. In the ensuing weeks Gabe Handel, Managing Director, HBS Dean?s Office, gathered further information from Mr. Brodie, public sources, and internal HBS files.

Because the alleged conduct here is closely related to Will Dean?s academic work as an enrolled student, a Conduct Review Board was convened to find the facts in this case.

Brit Dewey, Director, Community Values Program, informed Will Dean on May 13, 2010, that HBS had submitted a complaint to the Conduct Review Board formally alleging that he had inappropriately used conflifential information and related material provided by Tough Guy Limited in connection with an HBS
Individual Student Research (ISR) project for his own development of an apparently similar commercial enterprise during his Elective Curriculum year at HBS. Brit then prepared a Preliminary Statement of Facts, based on her review of the due.diligence done by Gabe Handel, her interview of [redacted], and her initial correspondence with Will Dean. In response, Will submitted a written statement to the CRB formally denying the allegations made by Tough Guy Limited.

The CRB met on Monday, June 28, 2010, and it discussed the written record in order to formulate questions for Will, with whom it then met. At the end of its Interview with Will, the CRB discussed the case more fully.

Findings

After reviewing numerous documents and e-mail correspondence, and having interviewed Will Dean in person, the CRB finds that there is insufficient evidence to support the serious charge that he inappropriately used confidential informatoon and related material provided by Tough Guy Limited in
developing his own enterprise.

More specifically, the CRB concluded that the public and uncomplicated nature of businesses like TGL?s makes them largely understandable to bystanders without any special access to proprietary information. Indeed, Will was a spectator at a TGL event in the summer of 2008 where he gathered information by
taking extensive notes and speaking informally with participants. This activity was in advance of any HBS academic work and also before his signing of any agreement with TGL. It does not appear that the ISR itself gave him much, if any, information of additional value. Moreover, as Will acknowledged in his interview with the CRB, his own newly launched business (Tough Mudder) is potentially vulnerable to imitators, as there are few barriers to entry, other than brand recognition and general managerial skill.

The CRB does find, however, that Will violated our standards in connection with his Independent Student Research project (ISR) and participation in the HBS Business Plan Contest. (BPC). Specifically, the CRB finds sufffcfent evidence to conclude that Will violated thee HBS Community Values of ?honesty and integrity? and ?accountability? in several important respects.

For example, the plan he submitted for his own Tough Mudder business to the HBS BPC in the spring of 2009 included as an attachment ? ?Tough Guy Historical Income Statements ? including original accountant?s notes.? Will had signed an agreement with TGL titled ?Confidentiality Document? in October 2008 related to his ISR project. Among other things, it provided that Will would be given financial information about the company, subject to the condition that it would only be available to those ?connected with Will?s research project.?

Will contends that he was advised by counsel (his father) that this provision did not bar him from using this material in the HBS Business Plan Contest even though that meant that the material would be seen by a wider circle of people. This apparent argument is that the limitation was only meant to encompass disseminating information to third parties who intended to put it to direct use. That interpretation is
inconsistent with the plain meaning of the words; hence the CRB finds that Will violated the HBS Community Value of Integrity in not honoring his agreement with TGL.

If may be that this disclosure did not cause material harm to TGL, as the information is of a rather general nature and could likely be inferred without any special access to the company. TGL might well not agree with such a conclusion, however, and in any event could justifiably regard this as a breach of trust.

In his Interview, Will said that he included the material because the judges would expect to see some hard data (even though he also said he was skeptical about its accuracy). The fact that he consulted his father on this issue suggests that he was aware of possible impropriety, yet he apparently did not ask TGL if it shared his interpretation of the confidentiality document or approved of this use of company information. If other HBS students engaged in field work followed his example in regard to confidentiality agreements, the negative impact on the School?s reputation and its ability to secure field-based research opportunities could be significant.

The CRB also finds that Will violated the HBS Community Value of honesty on several occasions, notably in his communication with TGL. Some of the specific statements he made to TGL in e-mail correspondence may seem minor on their own, though together they seem to constitute a larger effort to misrepresent the role of Harvard faculty (and hence the institution) in the ISR project.

On September 7, 2008, he wrote in an e-mail to TGL, ?(T)he good news is that the university is very happy for me to conduct a study in the feasibility/logistics of expanding Tough Guy internationally. Based upon the initial report that I put together my professors think it is something with real potential and are really excited about.? Only one faculty member, Sunil Gupta, had signed on as adviser to Will?s ISR at that point. Will has offered no evidence to the CRB that others were involved or that Harvard University in a larger sense had knowledge of and was interested in his student project.

In that same e-mail, W,ill also told TGL that ?I want to look at whether there is a risk that others will try to copy Tough Guy here in the US or operate something similar and what (if anything we should do to prevent this). There is a professor here who is a specialist in how to respond to people copying your business idea and what to do about it and pleasingly, he has agreed to help us on this.? The CRB did not ask Will who this person might be, but given the assurances in the same email about HBS faculty participation, we are left wondering if this statement is also false or intentionally misleading. In another part of this e-mail message, Will speaks of setting up focus group meetings with target markets (?e.g., running clubs, sports teams, military veterans etc.) and then offers the assurance that ?Harvard can help us set these up.? The CRB has no information to indicate that Harvard was going to provide this support. The thrust ? and apparent purpose of such statements is to leave an impression of significant Harvard faculty and administrative involvement in what in fact was one of literally hundreds of standard student projects underway at the same time. The CRB finds such statements to constitute a misrepresentation and thus a violation of HBS Community Values. Again, if other MBA students engaged in field-based research were to follow Will?s example, the reputation of the School would be compromised and the availability of field-based research opportunities likely would suffer, as well.

The CRB is concerned about the specific instances of dishonesty and misrepresentation. They are wrong In their own right and they violate HBS Community Values. Pragmatically, moreover, when such misrepresentations become apparent, they can raise doubts about the reliability of other unconfirmed statements. Will should appreciate that the examples noted above could prompt skepticism, rightly or wrongly, about some of his other assertions. For example, the CRB did not get a clear explanation of why Will registered the ?toughguyusa.com? domain name well before undertaking his ISR, or why he apparently did not reveal that fact while he was doing the study. (In the interview, he indicated that he did this as a protectiVe measure, in case some other kind of enterprise happened to take the name.)

The CRB did not take it upon itself to confirm the validity of various other statements that Will made while he was a student. For example, we do not have documentation of the medical conditions and rehabilitation routine that he said required him to put his plan to launch Tough Mudder upon graduation from HBS on hold and thus back out of an agreement to hire a fellow HBS student as a summer intern. Nor do we have evidence one way or the other to support the statement he made in our interview that his organization is already the largest donor to the Wounded Warrior charity. We certainly hope that is the case, but given the doubts sown by his other misrepresentations ? and the fact that his company is so young ? we cannot be sure.

We have not pursued each and every such question, however, as we have before us sufficient evidence of dishonesty and misrepresentation to warrant a conclusion that Will violated HBS Community Values in that regard.

Bankruptcy recovery tips ? Using payday loans to get back on track

Payday loans can be considered as one of the best ways to slowly recover from bankruptcy or from any other financial problems. These are short term loans offered by lenders who may charge a specific rate or onetime fee. Depending on the policy of the company, you might get a pay day loan longer than 30 days or the next payday period. These loans are sought by many people who need instant cash due to emergency reasons such as educational or medical.

When an individual or business files bankruptcy, this is the time when he or she can no longer pay his or her existing debts. If you are in this situation, there are many options that you can take to be able to clear out your monetary obligations. Once you have settled these things, you need to recover and go on with your life while opening up new opportunities to improve your financial status. Your next focus is on how to rebuild your credit.

Here are tips that can help you recover from your financial issues.

1. Secure a new credit card

There are certain companies that offer credit cards for people who have gone through financial issues. The lender will usually ask you to deposit certain amount of money to get you a card. This money will be your credit limit which is a real opportunity to rebuild your credit history. The same money will serve as your collateral if in any case you will not be able to pay back the money for a reason.

2. Rebuild positive monetary outlook through payday loans

The bad reports you have in your credit history will be gradually cleared out as you try to find ways of rebuilding it. Sometimes it will take time for someone to do it but when you start to use new credit opportunity, you will be making a good start to clear things out. Payday loans can be your main option if you need help to produce cash if you cannot wait for your next payday.

3. Let go of other options

If you have gone through a bankruptcy it is best to take a payday loan for a start. The plans that you have in mind about applying for personal loans with credit unions or banks must be set aside. Before you even thought about it, you must understand the requirements needed when you apply for that particular loan. If you ever thought of using your car or house as collateral, you must know that you will get into more trouble if you failed to pay the amount you owed on time. With payday loan, you will be able to move a little and if things went well, you will surely become successful and may reach a totally recovery from your bankruptcy.

It is very important for a person to have patience in dealing with monetary problems. In a bankruptcy situation, some people may have negative things in their mind that somehow take them to a point where they thought there is no chance to recover at all. Payday loans might be the option to get you a step closer to recovery. People just need to shape things out positively. Bill payments should be taken care of and people must also avoid going through other credit opportunities that would only make the situation worse.

If you choose payday loan as your bankruptcy recovery option, you must be cautious when selecting the best loan provider online. You have to make a lot of research about the company or site you will choose before you signed an application to avoid messing up the budget you have set to reach your financial goals.

Who Is Scroogling Who? Bing?s Shopping Results Aren?t All That Clean, Either

Notification Center-3Microsoft started a rather controversial anti-Google campaign this morning that alleged Google is essentially misleading its users because all of the company's shopping results are now paid. The "Don't Get Scroogled" page is getting quite a bit of attention today, but at the same time, there is also some unease about how Bing organizes its own shopping results.

(AP) ? Pennsylvania should enact sweeping changes to its child abuse laws, a legislative commission concluded Tuesday after a year of study prompted by Jerry Sandusky's arrest on molestation charges.

The Pennsylvania Task Force on Child Protection recommended rewriting state law, redefining what constitutes child abuse and expanding the list of people who are required to report suspected abuse.

"We propose a transformation in the way information concerning child abuse is handled and maintained, the way in which crimes against children are investigated in parts of the state, and the way in which those with a responsibility for the well-being of children are trained," said David Heckler, the Bucks County district attorney who chaired the panel.

The recommendations are nonbinding and will probably require a set of as-yet-unwritten bills for the Legislature to consider when it convenes for a new two-year session in January.

"Strengthening these laws must be done as soon as possible, but we should recognize that it cannot be done overnight," Heckler said.

The Republican leader in the state Senate praised the report and said he expected some bills would move to the governor early next year, saying there would be swift action in some cases.

"We are fully prepared to commit the time and effort necessary to make our state safer for children," said Majority Leader Dominic Pileggi.

Sandusky, a 68-year-old former Penn State assistant football coach, is serving a 30- to 60-year state prison sentence after being convicted this summer of 45 counts of sexual abuse of 10 boys. He maintains his innocence and is pursuing appeals.

Heckler acknowledged that the Sandusky and Roman Catholic priest molestation scandals provided the impetus for the creation of the task force but said the panel took a wider view.

"What we did here is not a knee-jerk reaction to anything. It is a seizing of the opportunity to look at the whole system" and gather advice from experts, he said.

One of its proposals, to increase the use of investigative teams from various fields for child abuse cases, may have prevented additional victims after Sandusky's acts drew the attention of police and child welfare workers more than a decade before his arrest, Heckler said.

"I firmly believe if there had been a multidisciplinary team in Centre County in the late '90s and early 2000s, that you would have heard about Jerry Sandusky then," he said.

Dr. Cindy W. Christian, a child-abuse pediatrician at Children's Hospital of Philadelphia and professor of pediatrics at the University of Pennsylvania, said the proposed expansion of the definition of child abuse in Pennsylvania is central to the recommendations.

The present definition "is so narrowly defined that what is child abuse in every other state in this country is not necessarily child abuse in Pennsylvania," said Christian, a task force member.

Under current law, children have to show they experienced severe pain in order to substantiate abuse claims. The 11-member task force said that requirement should be eliminated and a lower bar established.

Other highlights of the recommendations include enlarging the pool of people labeled as "perpetrators" under one state law. Task force members said such a change would get more children help from county services, help authorities identify more abusers, provide a more complete picture of the amount of abuse and likely lead to more criminal investigations.

The task force also suggested setting harsher penalties when people who are required to report abuse fail to do so.

Those who should be required to report suspected abuse also should be expanded to include college administrators and employees, coaches, lawyers and computer repair people who encounter images of child abuse, the committee said.

The definition of sexual abuse also should be expanded to include sexually explicit conversations, the panel said.

Under the recommendations, more people would find themselves subject to the child endangerment criminal statute, including anyone who knowingly acts to prevent police or child welfare workers from learning of abuse in order to protect someone.

Task force member Jason Kutulakis, a Carlisle attorney, said he considered the most pressing recommendation be the expanded use of multidisciplinary investigative teams and additional child advocacy centers, so that they are located within a 90-minute drive of any Pennsylvania child.

Three Penn State officials face related charges for their actions in response to complaints about Sandusky acting inappropriately with children in Penn State showers: the university's former president Graham Spanier, former athletic director Tim Curley and former vice president Gary Schultz. Each has said he is innocent.

NHS Cancer Waiting Times in Wales - Quarter Ending September 2012

The latest National Statistics on Cancer Waiting times produced by the Welsh Government were released on 28 November 2012 according to the arrangements approved by the UK Statistics Authority.

UK Statistics Authority websiteStatistics on Cancer waiting times include data for Welsh Local Health Boards (LHBs) for the quarter ending September 2012. The latest release updates the monthly statistics previously released on 24 October 2012.

The key points for the quarter ending September 2012 are:

  • 86 per cent of patients newly diagnosed with cancer via the Urgent Suspected Cancer route started definitive treatment within the target time of 62 days. ?Since the quarter ending September 2008, this percentage has been around the low to mid 90s. It fell below 90 per cent for the quarters ending June and September 2011, rose to 90 per cent for the quarters ending December 2011 and March 2012, but fell to 88 per cent for the quarter ending June 2012.
  • 98 per cent of patients who were newly diagnosed with cancer not via the Urgent route started definitive treatment within the target time of 31 days. ?The longer term trend has been fairly static, fluctuating around 98 and 99 per cent since quarter ending September 2007 and generally meeting the target.
  • At Local Health Board (LHB) level, five of the six LHBs met the target that at least 98 per cent of patients newly diagnosed with cancer not via the Urgent route should start definitive treatment within 31 days. ?Only one LHB met the target that at least 95 per cent of patients newly diagnosed with cancer via the Urgent route should start definitive treatment within 62 days.

The key points for month ending September 2012 are:

  • 86 per cent of patients (362 out of 422) newly diagnosed with cancer via the Urgent Suspected Cancer route started definitive treatment within the target time of 62 days.
  • 98 per cent of patients (768 out of 782) who were newly diagnosed with cancer not via the Urgent route started definitive treatment within the target time of 31 days.
  • 4 of the 6 LHBs met the target that at least 98 per cent of patients newly diagnosed with cancer not via the Urgent route should start definitive treatment within 31 days. ?1 of the 6 LHBs met the target that at least 95 per cent of patients newly diagnosed with cancer via the Urgent route should start definitive treatment within 62 days.

All figures relating to quarter ending September 2012 are provisional. Note that there are smaller numbers in the monthly statistics; therefore care should be taken when interpreting percentages.

To access the data, please go to the StatsWales website. Please note that the data is released monthly via StatsWales on a headline page. On a quarterly basis, we produce a Statistical Release that includes the data for the previous three months, detailed commentary and information on the targets and any revisions.

We also produce a quality report that has information about the methodology, how the data (monthly and quarterly) is released, definitions, information on disclosure and details on how revisions to the data are handled.

The United Kingdom Statistics Authority has designated these statistics as National Statistics, in accordance with the Statistics and Registration Service Act 2007 and signifying compliance with the Code of Practice for Official Statistics.

Designation can be broadly interpreted to mean that the statistics:

  • meet identified user needs;
  • are well explained and readily accessible;
  • are produced according to sound methods, and
  • are managed impartially and objectively in the public interest.

Once statistics have been designated as National Statistics it is a statutory requirement that the Code of Practice shall continue to be observed.

Revisions

In the previous month?s release, there were minor revisions to the data for July 2012 for Abertawe Bro Morgannwg University LHB and Wales. For urgent suspected cancer, the number of newly diagnosed patients starting first definitive treatment increased by 3 and the number starting treatment within the target increased by 2. For non-urgent suspected cancer, the number of newly diagnosed patients starting first definitive treatment increased by 2 as did the number starting treatment within the target.

Feedback

As this is a new approach for releasing cancer waiting times? data, we would value your feedback.

Heavy Equipment & Tools, Home Improvement: Skid & the Too Tiny ...

Skid & the Too Tiny Tunnel (Hardcover)
By Jeffery Stoddard

Review & Description

Skid, the littlest yellow tractor in the equipment yard, wants to be mighty like the giant bulldozers, tall cranes, and massive diggers who tower over him. But all the big machines tell him he is just a dinky tractor with a putt-putt engine. While they are busy building a new road through the mountain, Skid is left behind to take out the garbage.

When disaster strikes and a tunnel the machines are digging collapses, Pillar, the biggest bulldozer, is left trapped in the rubble. Only a small opening is left at the tunnel entrance and the only one who can fit through the opening is Skid who is afraid of the dark.

Now it's up to the tiniest tractor to save the day. Can Skid find the courage to do what he was made to do and prove that he doesn't have to be big to be mighty? Be strong and courageous. Do not be afraid or terrified because of them, for the LORD your God goes with you; he will never leave you nor forsake you. Deuteronomy 31:6 NIV

2012 Books: Slate Staff Picks

1212_SBR_topillo

Young House Love: 243 Ways to Paint, Craft, Update & Show Your Home Some Love, by John and Sherry Petersik
Recommended by Holly Allen, designer
I have trotted off to bed every night for the past two weeks with Young House Love: 243 Ways to Paint, Craft, Update & Show Your Home Some Love under my arm. It is so much more than just a pretty do-it-yourself resource book. It?s filled with charming personal narrative (I feel like I know John and Sherry Petersik?hooray for new fun friends!), easy-to-understand instructions for every level of project, and clever ways to improve your home and your life. In this age of tightened belt straps where it?s not always possible to buy new, John and Sherry make you feel good about using what you?ve got in a way you never knew you could.

How Children Succeed, by Paul Tough
Recommended by Emily Bazelon, senior editor
As an education writer, Paul Tough goes deeper than anyone I know. Some of the ideas he has brought to light?that preschool is a great government investment given the payoff later in life, that building character matters as much for success as academics?are so deeply ingrained in my own thinking that it?s hard to remember I had to learn them somewhere. Reading Tough?s new book, How Children Succeed, reminded me just why he?s so good. The book is a synthesis of all the latest research on learning, told in well-packaged chapters like ?How to Think? and ?How to Fail (and How Not To).? I learned so much reading this book and I came away full of hope about how we can make life better for all kinds of kids.

The Man Without a Face, by Masha Gessen
Recommended by Andy Bowers, executive producer Slate podcasts
This portrait of the inscrutable Vladimir Putin, is fascinating, illuminating, and above all brave?as you read about the price countless Russians have paid for crossing Putin, you can?t help but marvel at the courage it takes to tell his story so critically. Gessen (an occasional Slate contributor) chronicles Putin?s journey from KGB agent to St. Petersburg political operative to Boris Yeltsin?s surprise choice as acting president, and on to 13 years (and counting) as Russia?s undisputed top dog, regardless of the title he holds at any given moment. What emerges is a man whose greatest political strength is his willingness to be seen primarily not as a statesman, but as a world class thug.

The Half-Blood Blues, by Esi Edugyan
Recommended by Tracey Coronado, director of human resources

A different vantage point of Nazi Europe in the 1940s?seen through the eyes of a group of African-American jazz musicians who find their rhythm just as the world is trying to snuff out their musical genius. Not only did the narrator, Sid, capture me with his internal struggles and unique voice, but it made me think about how the war impacted music and all races in ways that I don't always associate with the Third Reich. I felt pulled into the story by their passion for music despite the threats they faced daily. But what ultimately makes this story so memorable is Sid dealing with his demons long after his musical heyday has passed.

Lionel Asbo: State of England, by Martin Amis
Recommended by Simon Doonan, column
ist
Martin Amis' latest chuckle-fest Lionel Asbo: State of England is a fabulous and much-needed antidote to the twee Downton Abbey view of England. Here is the unvarnished truth about us Brits: We are lower and trashier than any Kardashian or Jersey Shore habitu?.

Zona, by Geoff Dyer
Recommended by Daniel Engber, columnist
I'll endorse Geoff Dyer?s rambling, peculiar memoir of watching the 1979 Soviet art film Stalker, and then rewatching it again and again. The memoir?s subtitle is ?A book about a film about a journey to a room,? but it might have been ?A boring book about a dreary film about a seemingly-endless journey to a nondescript room.? I say that in praise: Both book and film scale the heights of monotony at a thrilling, breakneck pace, and once they?ve reached the summit wallow in a weirdly gripping self-indulgence. What makes these feats of tedium so fabulous? Dyer tries to figure it out.

The Way the World Works, by Nicholson Baker
Recommended by David Haglund, Brow Beat editor

Nicholson Baker writing on Wikipedia is like John Updike on Ted Williams or James Baldwin on going to church in Harlem: such a perfect match of writer and subject, mind and matter, that the no-doubt hard-won wonderfulness of the resulting essay seems predestined, inevitable. ?The Pop-Tarts page is often aflutter,? Baker writes, about the Wikipedia page for Pop-Tarts. ?Once last fall the whole page was replaced with ?NIPPLES AND BROCCOLI!!!!!!??The Way the World Works, the somewhat grandly titled essay collection in which ?The Charms of Wikipedia? appears, is itself aflutter with sentences as good and better than that one, a large number of them about life?s little details. The book makes you think that perhaps attending to little things, and writing fine, fun sentences about those little things, might help one think about the big things, and how they have been broken.

On a Farther Shore, by William Souder
Recommended by Laura Helmuth, science and health editor

You may think you really ought to know more about the origins of the environmental movement and the life of its patron saint. Sure, of course you ought to. You like clean air and water and birds, right? But On a Farther Shore, William Souder?s biography of Rachel Carson, is not a chore or a lesson. It?s a delightful, fascinating, engrossing read about some of the most important insights of modern science. You?ll find yourself thinking about Carson whenever you take a walk in the woods or get trapped in an argument about how environmentalists are killing kids in Africa.

Enemies: A History of the FBI, by Tim Weiner
Recommended by Fred Kaplan, ?War Stories? columnist

This is an astonishing book, jammed with revelations (at least one per page), gleaned from tens of thousands of pages of newly declassified files. The focus is on the FBI as a secret foreign-intelligence service (which apparently it was designed to be from the outset) and J. Edgar Hoover as an ?American Machiavelli.? Weiner tells the epic tale with captivating elegance. It?s even better, I think, than Legacy of Ashes, his previous, award-winning book about the CIA.

The Defining Decade, by Meg Jay
Recommended by Chris Kirk, interactives editor

In?The Defining Decade, clinical psychologist Meg Jay explains how to optimize the crucial years of your 20s, citing?stories from her practice.?Any recent college grad mired in a quarter-life crisis or merely dazed by the freedom of post-collegiate existence should consider it required reading.

What are the charms of a fat bloke?

goo Ranking had a look at the charms of plump guys; I?ll keep my eyes open for the female equivalent, of course!

Demographics

Over the 5th and 6th of October 2012 1,064 members of the goo Research monitor group completed a private internet-based questionnaire. 58.2% of the sample were female, 10.5% in their teens, 13.7% in their twenties, 26.6% in their thirties, 27.6% in their forties, 11.7% in their fifties, and 9.9% aged sixty or older. Note that the score in the results refers to the relative number of votes for each option, not a percentage of the total sample. This question was for the females only.

I cannot think of anything to add to this, so here instead is someone looking fat and gentle?

Iran confirms military aid to Hamas, sending long-range missile ...

Iran has supplied military assistance to Hamas in Gaza, including technology needed to build long-range Fajr-5 rockets used to target Tel Aviv, a military leader from the Islamic republic said.

?Gaza is under siege, so we cannot help them. The Fajr-5 missiles have not been shipped from Iran. Its technology has been transferred and (the missiles are) being produced quickly,? the head of Iran?s Revolutionary Guard Gen. Mohammad Ali Jafari was quoted as saying by the semiofficial ISNA news agency on Wednesday.

Israel has long accused Iran of supplying Hamas with its Fajr 5 missile, which has been used to target Tel Aviv and Jerusalem since the Israeli Defense Force?s (IDF) ongoing military operation in Gaza was launched one week ago.

Iranian lawmaker Ali Larijani said on Wednesday his country was ?proud? to defend the people of Palestine and Hamas according to remarks published on the Islamic Republic?s parliamentary website.

Larijani stressed the assistance had been both ?financial and military.? On Tuesday, Larijani lauded the Palestinian missile capability, saying it had given them a ?strategic [source] of power.?

On Tuesday Palestinian Islamic Jihad leader Ramadhan Abdallah Shalah told Al-Jazeera TV ?the weapons that are fighting the Israeli aggression and arrogance in Palestine come mainly from Iran, as the entire world knows. This is no secret. These are either Iranian weapons or weapons financed by Iran.?

On Thursday two Fajr rockets struck on the outskirts of Tel Aviv, marking the first time the metropolitan area had been targeted with missiles since the Gulf War. Two more Fajr-5 missiles launched towards the city were intercepted by Israel?s Iron Dome air defense system on Saturday, while another? pair of rockets exploded on the outskirts of Jerusalem.

Two more errant rockets targeting Jerusalem landed in the West Bank on Tuesday. No casualties have been reported from any of the strikes.

The Iranian produced Fajr-5 missile has an approximate range of 75 kilometers, which far exceeds the more mobile Palestinian-made Qassam rockets which came into use following the outbreak of the Second Intifada in 2001.

The introduction of long-range missiles into Hamas? arsenal came as a surprise to the Israeli military, who had initially viewed Tel Aviv and Jerusalem as out of play in the run up to Operation Pillar of Defense.

The IDF was forced to revise infographics enumerating the Hamas rocket threat following the introduction of the Fajr rockets into the conflict. Israel?s Iron Dome system has mostly neutralized this Hamas? newly acquired threat, with the periodic air raid sirens having more of a psychological impact than a material one.

Anchors resign on air, blaming management

Anchors resign on air at end of their newscast Tuesday in Bangor, Maine. Anchors not specific about why they resign on air, later citing frustration with management (which once prohibited staff from reporting on global warming).

    By Associated Press / November 21, 2012

WVII covered last month's US Senate candidates debate in Bangor, Maine, but the station itself makes the news on Tuesday as two of its anchors resign on air.

Two news co-anchors for a Maine television station shocked viewers and colleagues by quitting on the air, later citing frustration with their management.

Cindy Michaels and Tony Consiglio announced their resignations at the end of Tuesday's 6 p.m. newscast on WVII.

The two didn't give specific reasons on the air for their sudden departure. Consiglio said that while they enjoyed reporting the news, "some recent developments have come to our attention, though, and departing together is the best alternative we can take."

Michaels said she and Consiglio "are very sorry for having to say goodbye for now, but we'll still be around." She plans to pursue a writing career and paint, and Consiglio said he would continue his career "in a different capacity."

Their boss said Wednesday they had been on their way out the door, anyway. He said he was not surprised by the action they took.

"Sometimes people leave before they're officially told to leave," said Mike Palmer, station vice president and general manager. He declined to discuss issues that may have caused disagreements but said, "There are things that they know."

The Associated Press left messages with Michaels and Consiglio. Both told the Bangor Daily News after their last newscast that they were frustrated with management and cited a dispute over journalistic practices.

Asked about reaction from viewers in the small market served by WVII, an ABC affiliate, Palmer said, "I have not heard from a single viewer."

But he said he had received about 20 applications for their jobs after posting them Tuesday night on an industry website.

"I've had people from all over the country send resumes and audition reels," Palmer said.

WVII and another station Palmer manages, Fox affiliate WFVX, have made headlines before. In 2006, The New York Times reported that Palmer prohibited his staff from doing stories on global warming.

Consiglio, 28, started with WVII as a sports reporter in April 2006. Michaels, 46, was the news director and spent six years at the station.
