Project Management Tool Asana Unveils iPhone App for Collaboration on the Go iOS: Previously mentioned collaboration tool Asana made waves when it launched, but at the time it was missing support for mobile devices. Now, anyone with an iOS device can log in to their Asana account on the go, check in on their projects and activities, comment on tasks, and more.

When Asana launched, one of the features many people wanted was some way to access their accounts and to-dos on the go. The developers heard those pleas, and the new Asana iPhone app allows you to see your projects, upcoming to-dos, repeating tasks, and other items in the same, multi-layered view that makes the webapp popular. You can mark items as complete, comment on items, and while you can create tasks, they automatically get assigned to you, and you can change them on the web later. You can't reassign tasks in the mobile app either, but the developers note that they're working hard on the app, and right now they just wanted to give iPhone users a way to get into their accounts on the go.

Asana has updated several times since we looked at it last, so if you haven't tried it recently, it may be worth another look, specially if you have an iPhone or iPad and want to keep up with your to-dos on the go. The app is free in the iTunes App Store.

(AP) ? Vietnam may block its citizens from using Facebook, but that didn't stop website founder Mark Zuckerberg from vacationing in the communist country.

Zuckerberg spent Christmas Eve in the popular tourist destination Ha Long Bay, local official Trinh Dang Thanh says.

State-run media say Zuckerberg arrived in Vietnam on Dec. 22.

Zuckerberg spent Christmas Day at an ecolodge in the northern mountain town of Sapa and rode a buffalo, said Le Phuc Thien, deputy manager at Topas Ecolodge.

Zuckerberg, Facebook's 27-year-old CEO, founded the social networking site in 2004.

Vietnam's aggressive Internet censors block access to Facebook and other websites, but young Vietnamese easily bypass the restrictions.

Obama to ask for extra $1.2 trillion in debt

WASHINGTON (AP) ? The Obama administration says the federal government has nearly reached its borrowing limit ? again.

Treasury officials said Tuesday that the White House plans to request another $1.2 trillion in borrowing authority Friday. The increase is necessary, they say, because the government will be within $100 billion of its current limit by then.

In the past, such a request would be routine. But this one follows a summer of intense partisan debate over the nation's record debt, which has yet to end despite a last-minute deal reached in August that averted a potential default.

The increase would boost the debt limit to $16.4 trillion. Congress and the Obama administration agreed to raise it to that level in three steps as part of the August deal. Officials say that should be enough to allow the government to keep borrowing until the end of 2012, or just after the presidential election.

Congress can reject the request, although Obama can veto their objection. If Congress doesn't act by Jan. 14, the increase will take place automatically.

The debt limit is the amount the government can borrow to finance its operations. It has soared because the government has run record deficits over the past decade. The borrowed money has helped pay for two wars, stimulate the nation's economy after the worst recession since the Great Depression and finance broad tax cuts initiated during the Bush administration.

The enormity of the debt has also stoked a debate in Congress over spending and taxes. Polls show growing voter anger with the inability of both parties to reach solutions to the country's budget problems.

In August, Congress and the administration agreed to raise the borrowing limit by $2.1 trillion in three steps. The deal was reached hours before a potential default on the nation's debt and only after the parties also agreed to cut more than $2 trillion from the deficit over the next 10 years.

Three days after the agreement was signed into law, credit rating agency Standard & Poor's downgraded long-term U.S. debt. The difficulty Congress and the White House had in reaching agreement was a key reason for the downgrade, S&P said.

The parties remain at odds over how to reduce the deficit. In November, a bipartisan panel failed to meet a deadline to agree on $1.2 trillion of the cuts. That means automatic cuts of that amount will begin in January 2013 ? a condition included in last summer's deal.

Republicans want to modify the timetable for the automatic cuts, largely because it includes steep cuts to the nation's defense budget.

Congress agreed to raise the debt limit by $400 billion in August and by another $500 billion in September.

House Republicans voted against the second increase. But they failed to block it because the Senate approved it. The increases are scheduled to take effect unless both chambers vote against them.

Medellin, Colombia: Massive Escalator Inaugurated

BOGOTA, Colombia -- Officials in Colombia's second-largest city on Monday inaugurated a giant, outdoor escalator for residents of one of its poorest neighborhoods.

For generations, the 12,000 residents of Medellin's tough Comuna 13, which clings to the side of a steep hillside, have had to climb hundreds of large steps authorities say is the same as going up a 28-story building.

Now they can ride an escalator Medellin's mayor says is the first massive, outdoor public escalator for use by residents of a poor area.

"It turned out very well," said Mayor Alonso Salazar, adding that he has not heard of any such project elsewhere in this world.

Salazar said officials from Rio de Janeiro plan to visit Medellin to see if such an escalator would work in that city's favelas, which also cling precariously to hillsides.

Comuna 13 residents came out to celebrate and study the $6.7 million escalator which officials say will shorten the 35-minute hike on foot up the hillside to six minutes. Use of the escalator is free.

"This is a dream come true," homemaker Olga Holguin told RCN television.

Cesar Hernandez, head of projects for Medellin, said the electric stairway is divided into six sections and has a length of 384 meters (1,260 feet). An escalator goes up and a second goes down. Authorities plan to build a covering for inclement whether.

Salazar described Comuna 13 as the city's district that has "suffered the greatest urban violence... but lately this has been receding and we hope this social package will help it move forward."

(JPost) ??Mohammed Shtayyeh, member of the Fatah Central Committee and one of the Palestinian Authority negotiators with Israel, was quoted Sunday as saying that the Palestinians may cancel the agreements signed between the PLO and Israel.

Meanwhile, some PLO and Fatah leaders have privately criticized Palestinian Authority President Mahmoud Abbas for agreeing to incorporate Hamas into the PLO.

At least three senior officials in Ramallah have voiced strong reservations over the decision, a Fatah official told?The Jerusalem Post.?He said that those who were opposed to the move were worried that Hamas would replace Fatah as the dominant party in the PLO.

One official was quoted as saying that Abbas was paving the way for Hamas and Islamic Jihad to take control not only over the PLO, but the entire West Bank as well.

Shtayyeh?s comments were published by the London-based?Asharq Al Awsatnewspaper.

This was not the first time that a senior PA official had talked about the possibility of abrogating the Oslo Accords.

The comments came less than 48 hours after Hamas and Islamic Jihad agreed to join a temporary leadership of the PLO that would prepare for new elections for the organization?s two key bodies ? the Palestine National Council and Executive Committee.

Android and iOS share a merry little Christmas: seven million total device activations

Google's SVP of Mobile just provided us with another glimpse inside the horse's mouth, claiming that Android scored 3.7 million new device activations over Christmas Eve and Christmas Day. To put that in context, Flurry reported that total Android and iOS activations on Christmas Day alone totaled 6.8 million. If we can accept a very high margin of error, and if we assume that the vast majority of Rubin's activations were on the 25th, then we might extrapolate a roughly even split between the two rival platforms. Considering where Android was just a couple of Christmas's ago, it's no wonder that Mr Rubin is in the tweeting mood.

?Earlier this month, IBM started a conversion of our corporate mobile device program, in line with what had been disclosed externally a few months ago,? Brill writes. ?For the first time, I had the opportunity to have an iPhone and have IBM manage the billing. It meant buying my own phone, but the opportunity to move not just in a Microsoft-free direction, but an all-Apple direction, was too good to pass up.?

?The switch was so simple, I almost didn?t realize it had happened,? Brill explains. ?When I first powered up the iPhone on Friday afternoon, and clicked through the setup options, an error suddenly popped up on my old [BlackBerry] phone, that the SIM was no longer provisioned. A few minutes later, I logged onto a Lotus Mobile Connect gateway on ibm.com, and Notes Traveler and LMC were being provisioned on the device. The app store app already knew what apps I had on my iPad, so installing IBM Sametime and IBM Connections were both single-tap actions. My contacts synced from Notes through Traveler. In short, save some recent images shot with the camera on my old phone, I didn?t have to do anything to transition from one device to another, and I?m up and running on the 8th piece of Apple gear in production use in my household. 900 Hotel Jobs Becoming Available In Jamaica

Kingston, Jamaica - Some 900 jobs will become available within the next few weeks as two hotels, one in Trelawny and the other in St. Ann, which have been closed, are set to reopen.

The former Grand Lido Braco in Trelawny and the former Super Fun Resort in Runaway Bay, St. Ann will be reopening following yesterday?s signing of lease agreements between the Government and two tourism entities.

Jamaica's Tourism Minister, the Hon. Edmund Bartlett in making the announcement said ?the 226 room Grand Lido Braco has been leased by Sun Wing Limited and will be operated by Blue Diamond Resorts Limited, while the 226 room Super Fun Resort will now be under the management of Royal DeCameron which currently has two other properties?one in Montego Bay and the other in the Runaway Bay area.?

According to Minister Bartlett ?the reopening of these properties comes at the start of the 2011/2012 Winter Tourist Season and will result in some 900 jobs being made available. We signed the Management contracts for the companies to take over the reins of the resorts yesterday and I am looking forward to the reopening.?

Minister Bartlett said the reopening of the resorts, which will bring back some 550 rooms into operation, could not come at a better time as Jamaica is expected to welcome approximately 1.3 million visitors during this winter season.
He said the new operators of the resorts have given their commitment that their engagement with these hotels are long term.

The Grand Lido Braco Resort and the Super Fun Resort were closed earlier this year at the end of a management contract with the Super Clubs Group.

The closures resulted in a number of employees joining the ranks of the unemployed.

Nigerian leaders rapped after Islamists attack churches (Reuters)

ABUJA (Reuters) ? Nigeria's main opposition leader accused the government of incompetence on Monday after Islamist militants killed more than two dozen people in Christmas Day attacks on churches and other targets.

Muhammadu Buhari, a northerner and former military ruler who lost a presidential election in April to incumbent Goodluck Jonathan, a Christian southerner, told a Nigerian daily that the government was slow to respond and had shown indifference to the bombings.

The attacks, described by the country's top broadsheet daily Thisday as "Nigeria's blackest Christmas ever," risk reopening old wounds and reviving tit-for-tat sectarian violence between the mostly Muslim north and largely Christian south, which has claimed thousands of lives in the past decade.

The Boko Haram Islamist sect, which aims to impose sharia, Islamic law, across Africa's most populous country, claimed responsibility for three church bombings, the second Christmas in a row it has caused carnage at Christian houses of worship.

The most deadly attack killed at least 27 people in the St Theresa Catholic church in Madalla, a town on the edge of the capital, and devastated surrounding buildings and cars.

Security forces also blamed the sect for two explosions in the north targeting their facilities. Officials have confirmed 32 people died in the wave of attacks across Nigeria, though local media have put the number higher.

But the church bombs are more worrying because they raise fears that Boko Haram is trying to ignite a sectarian civil war in a country split evenly between Christians and Muslims, who for the most part co-exist in peace.

"How on earth would the Vatican and the British authorities speak before the Nigerian government on attacks within Nigeria that have led to the deaths of our citizens?" Buhari said in the statement published by Punch newspaper on Monday.

"This is clearly a failure of leadership at a time the government needs to assure the people of the capacity to guarantee the safety of lives and property."

At a church service in the St Theresa church to mourn the dead there less than a day earlier, a priest in white and red robes conducted a prayers while around 200 mourners sighed, chanted and sang solemnly. Some wept.

The burnt out cars that had littered the scene the day before had been removed and replaced by half a dozen military jeeps. Ten 10 armed soldiers dismounted from each of them to cloak the church in a heavy security presence.

"I've never cried before, but yesterday, I cried," St. Theresa's priest, Father Isaac Achi, said. "This morning, I cried, but with all of you around today, I'll not cry again. Yesterday more than 40 army men protected me while I slept."

Buhari said the government needed to do more than spend more on security to deal with the problem, echoing concerns by analysts that more needs to be done to address the sense of alienation in the poorer north of Nigeria that breeds militancy.

Jonathan called the attacks "unfortunate" but said Boko Haram would "not be (around) for ever. It will end one day," a response that some Nigerians found short-sighted.

He often declines to comment on Boko Haram attacks at all, or when he does describes it as a "temporary" problem that will blow over in time.

COORDINATED ATTACKS

A few hours after Sunday's bomb in Madalla, blasts were reported at the Mountain of Fire and Miracles Church in the central, ethnically and religiously mixed town of Jos, and at a church in Gadaka in the northern state of Yobe. Residents said many were wounded in Gadaka.

A suicide bomber killed four officials at the State Security Service in one of the other attacks in the northeastern town of Damaturu, police said. Residents heard two loud explosions and gunfire in the town.

The attacks, which came a few days after clashes between security forces and Boko Haram killed at least 68 people, and the surge in violence suggested increasing evidence of coordination and strategy by the group.

National Security Adviser General Owoye Azazi said in the church attacks were premeditated but urged Nigerians to go about their business as usual, while remaining vigilant.

"This is not a fight between security forces and some dissident elements. It is a conflict between some misguided extremists in our midst and the rest of society," he said.

Benedict condemned the attacks as an "absurd gesture" and prayed that "the hands of the violent be stopped."

The pope, speaking from his window overlooking St Peter's Square in Rome, said such violence brought only pain, destruction and death.

The United Nations, the European Union and the United States condemned the bombings which they described as terrorist attacks, pledging to help Nigerian authorities in the fight against extremists.

Pope Christmas message calls for end to violence in Syria (Reuters)

VATICAN CITY (Reuters) ? Pope Benedict called for an end to violence in Syria and a resumption of Middle East peace talks on Sunday on a Christmas Day marred by a bomb blast at a Catholic Church in Nigeria.

The leader of the world's 1.3 billion Roman Catholics delivered his twice-yearly "Urbi et Orbi" (to the city and the world) message and blessing to tens of thousands of people in St Peter's Square on a crisp but clear day as millions of others watched on television around the world.

At the end of his address, the 84-year-old pope, celebrating the seventh Christmas season of his pontificate, delivered Christmas greetings in 65 languages, including Turkish, Hebrew, Arabic, Swahili, Hindi, Urdu and Chinese.

"May the Lord come to the aid of our world torn by so many conflicts which even today stain the earth with blood," he said, speaking in Italian from the central balcony of St Peter's Basilica.

"May the Prince of Peace grant peace and stability to that Land where he chose to come into the world, and encourage the resumption of dialogue between Israelis and Palestinians. May he bring an end to the violence in Syria, where so much blood has already been shed," he said in a firm, steady voice.

At least 5,000 people have been killed in nine months of violence that has rocked the Arab nation in clashes between government forces and protesters calling for the ouster of President Bashar al-Assad.

Declaring "let us speak out for those who have no voice," Benedict also called for more help for those suffering from hunger, food shortages and displacement in the Horn of Africa, and for those affected by floods in Thailand and the Philippines.

The pope did not mention a blast at a Catholic church on the outskirts of the Nigerian capital Abuja in his address, which was prepared before news of explosion arrived in Rome.

But Vatican spokesman Father Federico Lombardi condemned the blast as blind, absurd "terrorist violence" that enflames hate.

"We are close to the suffering of the Nigerian Church and the entire Nigerian people so tried by terrorist violence, even in these days that should be of joy and peace," Lombardi told Reuters.

According to early reports, at least 19 people were killed.

In his address he also called for full reconciliation and stability in Iraq and Afghanistan.

DECRIES COMMERCIALISATION OF CHRISTMAS

While his Christmas Day message took a partly political slant, mentioning some of the world's flash points, Benedict's Christmas Eve homily some 14 hours before lamented how the true meaning of the day had been overshadowed by materialism.

In that homily, he urged humanity to see through the superficial glitter and commercialism of the season and rediscover the real significance of the humble birth of Jesus.

"Today Christmas has become a commercial celebration, whose bright lights hide the mystery of God's humility, which in turn calls us to humility and simplicity," he said.

"Let us ask the Lord to help us see through the superficial glitter of this season, and to discover behind it the child in the stable in Bethlehem, so as to find true joy and true light."

"... let us strip away our fixation on what is material, on what can be measured and grasped. Let us allow ourselves to be made simple by the God who reveals himself to the simple of heart," he said.

Benedict urged his listeners at the Saturday night Mass to find peace in the symbol of the powerless Christ child in a world continually threatened by violence.

He also urged that those marking the holiday in poverty, suffering or far from home not be forgotten.

At the start of Saturday night's Christmas Eve service, he was wheeled up the central aisle of St Peter's Basilica standing on a mobile platform which he has been using since October.

The Vatican says it is to conserve his strength, allow more people to see him and guard against attacks such as one on Christmas Eve, 2009, when a woman lunged at him and knocked him to the ground. He is believed to suffer from arthritis in the legs.

But he seemed to be in good shape during the solemn service in Christendom's largest church as choirs sang, cantors chanted and music filled the centuries-old basilica.

The pope continues his Christmas and New Year's celebrations on Dec 31 with a year-end Mass of thanksgiving known by its Latin name Te Deum.

On January 1 he marks the Roman Catholic Church's World Day of Peace, on January 6 he marks the Epiphany and on January 8 will baptise several newborns in the Sistine Chapel.

He is due to visit Mexico and Cuba in March.

Drinks and joy as defectors embrace Kim's death (AP)

SEOUL, South Korea ? More than 21,000 North Koreans now live in South Korea. For many, the news of North Korean leader Kim Jong Il's death stirred mixed emotions.

Several interviewed in Seoul by The Associated Press described a burst of joy upon hearing that Kim had died, but also a surge of unease over the fate of relatives and friends and even a shadow of homesickness.

There was celebration ? one man had drinks with a friend_ and hope for a better future for their homeland. For one woman, there was sadness as she envisioned little girls cramming to memorize the Kims' feats.

South Korea is no paradise for the defectors either; facing prejudice and lacking job skills, they rarely feel welcomed by their capitalist brethren.

Here, in their own words, are what three of them had to say:

THE PAINTER

"I felt rather calm after hearing of Kim Jong Il's death," said Song Byeok, 42, a painter who learned his art drawing propaganda posters in North Korea. "I thought to myself about him: 'You, too, are human in the end.'

"It was his destiny. He couldn't avoid it. ... He was praised like a god, but in the end, he was only a human who fell like an autumn leaf."

Desperate for food in 2000, Song and his father tried to cross the river into China ? not to defect but just to get something to eat from relatives on the Chinese side.

He still believed Kim Jong Il was a good leader.

However, when his father was swept away by the current and drowned, border guards ignored Song's pleas to help rescue him; instead they beat Song up and detained him. The experience convinced him to leave for good in 2002.

"I thought to myself after hearing Kim died that a wind of democratization may finally blow in North Korea," he said. "Reforms may come because Kim Jong Il has died.

"Kim Jong Un is young and he may lean toward reforms. But I still think he may not last long because he's too inexperienced. He only had a year or so to be groomed as successor.

"It may have been better for him if Kim Jong Il had lasted longer."

Song Byeok is the name he paints under and is widely known by in South Korea; he refused to divulge his real name for fear of retaliation against relatives and friends still in North Korea.

THE STUDENT

"I believed North Korea was the best country in the world," said Lee Hyeon-seo, who was 13 when late President Kim Il Sung, father of Kim Jong Il, died in 1994.

"I really believed in the theory of self-reliance," she said.

"When Kim Il Sung died, I saw many foreign guests crying on TV, which made me feel like Kim Il Sung was a god," she said. "But as days passed, I felt I wasn't as sad as I was supposed to when I stood in front of his statue.

"Everybody was crying but I couldn't cry, so I dabbed my face with my spit. It was a hot day, and some girl fainted and was sent to a hospital."

Lee, now 30, fled the North in the mid-1990s and lived for a decade in China before moving to South Korea in 2008. Now she studies Chinese at the Hankuk University of Foreign Studies in Seoul.

"I remember the propaganda education vividly even though I was a girl," she said. "In North Korea, excelling at math or English is less important than being good at the history of Kim Il Sung's revolutionary steps. Now I know it's fake, but we had to cram as much of the history in our heads as possible. We struggled to get high marks on the subject in school.

"I used to believe unification was a pipe dream. But now it may be possible. I'm hearing from friends that they'd like to be invited to my house in North Korea if the Koreas are reunified."

THE ACTIVIST

"I know a person's death is usually something that shouldn't be celebrated, but this time it was completely different," said Kim Seung-cheol, 50.

"Kim's death meant that North Korea would start changing," he said. "It was a hopeful sign for a change."

Kim went out with a friend to celebrate over sausages and "soju," a popular Korean liquor. They laughed with joy.

When he defected 20 years ago, he left behind his wife and son.

"If unification happens, I would like to find out if my son is still alive," he said. "If I find him, I will ask him to hit me for leaving him.

"And if I'm reunited with my wife, I will sing a song out of joy. But I have to ask forgiveness of her, because I've married another woman here in South Korea.

"I've pretty much given up on trying to find my son. It's important he be alive though," he said. "I only hope he is not living a miserable life as a vagabond.

"I hope South Korea can start engaging North Korea. A conciliatory gesture may be needed to open up North Korea. Seoul should send a message to Pyongyang that South Korea wants to go together with the new leadership in North Korea."

MYFOXNY.COM - Two New York City Council members want the city to host a parade for Iraq War veterans along the Canyon of Heroes.

But so far, Vincent Ignizio and James Oddo say that the Pentagon is cool to the idea because military officials fear the ceremony could be viewed as a victory parade of sorts by America's enemies and could put troops who are still serving overseas in greater danger.

Mayor Michael Bloomberg said some kind of event to pay tribute to the troops would be great, but said the city needs to work with the Pentagon to make sure it is appropriate.

Toyota aims to sell 8.48 million vehicles in 2012 (AP)

TOKYO ? Toyota is aiming for a comeback, targeting global sales of 8.48 million vehicles in 2012 and an even bigger number in 2013, after being battered this year by the March disaster in Japan and flooding in Thailand.

Toyota Motor Corp., Japan's top automaker, relinquished its title as the world's biggest in global vehicle sales for the first half of this year, sinking to No. 3 trailing U.S. rival General Motors Co. and Volkswagen AG of Germany.

Toyota's global vehicle sales for this year total 7.9 million vehicles, including group companies, down 6 percent from the previous year, it said in a statement Thursday.

General Motors Co. has not yet released its global sales numbers for this year. The Detroit-based automaker had been at the top for more than seven decades until Toyota took the crown in 2008.

Toyota's targets for 2012 and 2013 do not include group companies such as Daihatsu Motor Co. and Hino Motors, and so aren't directly comparable with any forecasts from GM and Volkswagen.

Toyota said the sales target for calendar 2012 would represent 20 percent growth from its global sales this year.

Toyota has been making up for sales declines in North America and Japan with momentum in relatively new but booming markets such as China and India.

The manufacturer behind the Prius hybrid and Lexus luxury models said it plans to sell 8.95 million vehicles around the world in 2013, not including group companies.

Toyota said it had not yet figured out forecasts for group companies. It is possible the target may exceed 9 million vehicles, had they been included.

Toyota acknowledged many uncertainties, which could push the numbers in either direction. One possible plus is the extension of Japanese government incentives for green vehicles, according to Toyota.

Toyota, with its strong hybrid lineup, has been a major beneficiary of such incentives.

Still, Toyota has gone through some hard times lately.

The global financial crisis in 2008 was behind a serious sales plunge in the key North American market.

Then came the massive recalls, mostly in the U.S., that tarnished Toyota's once pristine reputation for quality amid speculation it had not been as forthright as it should have been about defects.

Toyota was on a gradual recovery track when the March 11 earthquake and tsunami struck in northeastern Japan, damaging suppliers and disrupting production because of a severe parts shortage.

Production got slammed again later in the year, although on a smaller scale, from flooding in Thailand.

Toyota also said it expects to produce 8.65 million vehicles next year, up 24 percent from 6.97 million this year. It expects to produce 8.98 million vehicles in 2013, it said. Those numbers do not include group companies.

Michael Robinet, managing director of IHS Automotive Consultants in Northville, Michigan, said a global sales lead doesn't matter as much as how much money the company makes per vehicle, its model portfolio and overall profit.

A difference of several tens of thousands of vehicles is not significant for automakers that sell millions of vehicles like Toyota and GM, he said.

"It doesn't matter all that much when you're already in the 9 million to 10 million unit range," Robinet said.

Just in time for the holidays AMD is fleshing out its lineup of Fusion A-Series APUs. The chips, which only got official in June, already saw their laptop-loving Llanos get a minor spec bump. Now their desktop brethren are catching up. The two stars, though, are clearly the A6-3670K and A8-3870K, which feature unlocked CPU and GPU clocks for the avid overclockers out there. Both are 100W quad-core parts with 600MHz Radeon graphics cores, but the A8 runs its CPU at 3GHz while the A6 starts at a more modest 2.7GHz. Man pleads not guilty in Chinese Consulate shooting (Reuters)

LOS ANGELES (Reuters) ? A Chinese-born man who police described as a human rights protester pleaded not guilty on Tuesday to shooting at the Chinese Consulate in Los Angeles in a burst of gunfire that struck the building but left no one hurt.

Jeff Baoliang Zhang, 67, a naturalized U.S. citizen who now lives in Las Vegas, was charged on Monday with assault with a semiautomatic firearm and with shooting at an inhabited dwelling.

Zhang turned himself in to authorities last Thursday, about three hours after the mid-afternoon shooting. He is accused of approaching a guard at the consulate, located in the city's Koreatown neighborhood, and opening fire with a 9-mm handgun.

The security officer, Cipriano Gutierrez, told reporters afterward that the gunman had fired at least nine rounds.

Los Angeles police spokesman Richard French said Zhang had been "part of a small protest related to human rights in mainland China."

"Acting independently from the other protesters, he opened fire on the consulate building and then drove away in his car," French said. Authorities have not offered any possible motive for the shooting.

A Los Angeles Superior Court judge ordered Zhang, who listened to Tuesday's proceedings through a Mandarin interpreter, to remain jailed in lieu of $400,000 bail. He is due back in court on January 5 for the setting of a preliminary hearing in the case.

He faces more than 20 years in state prison if convicted, prosecutors said.

Analysis: Chechnya: How did Putin's party win 99 percent? (Reuters)

GROZNY, Russia (Reuters) ? Dagmein Khaseinova beams with pride recalling the day her Chechen village, devastated a decade ago in a war launched by Vladimir Putin, gave the Russian ruler's party nearly 100 percent support in a parliamentary vote this month.

Her little village of Mekhketi, she said, is even on the way to winning the cash prize she says authorities have promised for the polling station registering the biggest turnout.

"(We've) already won the regional competition. In a few days we'll hear whether we won throughout all of Chechnya," Khaseinova, 53, said, wearing a traditional Chechen scarf over her head and squinting in the cold mountain air.

"The organizers of the polling station have been promised some kind of prize money if they win," she adds, hiding a smile.

Putin's United Russia recorded a higher percentage of votes in predominantly Muslim Chechnya, where federal troops fought two wars since the fall of the Soviet Union, than anywhere else in the country. Official results show support at 99.5 percent and voter turnout of 99.4 percent.

Nationwide, the party won just under half the votes, securing a slim majority in the State Duma. Even that outcome, critics said, was the result of ballot stuffing and fraud. Countless complaints have been filed; but not in Chechnya

Official monitors here have not lodged a single complaint of voting violations, but among many local residents, the outcome has stirred some incredulity, albeit cautiously expressed.

"United Russia is the party of Putin, and Chechnya would never vote for Putin," said one middle-aged resident of the regional capital of Grozny, who declined to give his name for fear of retribution. "In the mind of every Chechen he is associated with the bombing that destroyed Grozny and other cities all over the region,"

"Voting for Putin is about as absurd as any vote with a 99 percent outcome," he said.

Regarding the competition between polling stations, the head of Chechnya's Central Election Committee Ismail Baikhanov said that a competition had been organized, but only with the aim of "informing local populations, the technical equipping of polling stations and visual campaigning."

International monitors were out in force on election day in much of Russia, and say the vote was slanted in favour of United Russia and marred by numerous instances of ballot stuffing.

But they did not observe the poll in Chechnya or the rest of the North Caucasus because of security concerns over an insurgency, rooted in past wars, being waged in the region.

Militants want to throw off Russian rule and create an Islamist state.

Russia sent troops into Chechnya in late 1994 to try to crush a drive for independence. Much of Grozny was flattened in heavy fighting but the army struggled to quell separatist rebels fighting a guerrilla war in the mountains.

Thousands of troops and fighters were killed, and various estimates put the civilian death toll in the tens of thousands, before the demoralized Russian army withdrew. Many more people who had their homes destroyed were displaced.

"DON'T WAG YOUR TONGUE!"

When Putin launched a second war in 1999 that established federal control over Chechnya after a period of de facto independence, Makhketi in Chechnya's Vedeno region saw some of the fiercest fighting.

A little over a decade later, a left-over United Russia election poster flaps in the wind over the quiet village square with a huge picture of Chechnya's smiling leader Ramzan Kadyrov donning a construction worker's hat.

Locals say Kadyrov's second wife hails from a family in the village. Kadyrov says that although he accepts polygamy as a Muslim practice, he has only one wife.

His strict rule has sparked accusations of human rights violations, say rights groups, including extra-judicial detention and torture. Few people, though, dare to talk about their experiences for fear of retribution.

Villager Daudov Vasady, 79, said he had no choice but to vote for United Russia.

"My wife and I, we voted for United Russia. If our (leader Kadyrov) votes for United Russia then we have to as well," he said.

"If I hadn't voted, if others wouldn't have voted, then people would have noticed and it would have created problems," he said, refusing to explain further.

As another villager speaks, a blue car carrying three men drives past. One shouts from the car: "Don't wag your tongue about anything personal!"

GIVEN UP MONITORING

On the popular Caucasian Knot internet site, a blogger who was identified as lamro95 says all the teachers in the city were called into work on the day of the elections to make sure they voted.

"An acquaintance of mine voted three times in the same polling station. Since the stations were in Chechen schools, teachers voted several times."

Others say the key to the results was not in the force used to make people vote, but in ballot stuffing.

Human rights workers say they have given up monitoring elections. They say polling station workers told them they had stayed up late into the night to fill ballot boxes with United Russia votes long after polling stations had closed.

"We didn't monitor the elections because we knew there was no point to it," said an independent rights worker who refused to allow his name or the title of his organization to be published for fear of retribution.

"The turnout will always be 99 percent and the number of votes (for the ruling party) will always reach 99 percent. We should simply stop the elections and save everyone a lot of money."

The day after the election, Chechnya's voting commission was forced to raise the number of eligible voters in the republic, after the number of ballots cast exceeded the registered voter number by some 2,000 votes.

The head of Chechnya's voting committee Baikhanov said the original number of voters -- 608,797 -- was already six months old when it was announced as the number of voters on December 2, two days before the election.

"Since that time a number of people reached voting age, and they cast their ballots. There were also those who voted with absentee ballots, and there were military who have since come to our region" he said.

Many people say they are content to accept the outcome of the election and want to maintain the small gains they have seen since the second Chechen war, but anger at the perception of vote rigging is not far from the surface.

POLITICS VS REAL LIFE

Isa Khadjimuradov, who was until recently the leader of the left-leaning Just Russia party in Chechnya, said he had received an awkward phone call from his party's headquarters in Moscow the day after the election.

Why, he was asked, did the official results show that some 90 percent of the party's 12,000 members had cast their ballots for another party?

"You can't look at the situation in Chechnya in the same context as you look at the situation in the rest of Russia," said Khadjimuradov, who wore a traditional Chechen costume, including a hat made from baby lambskin.

"Politics is not thought of here as real life. They affect the authorities to some degree, but nonetheless, politics, the political process is not really reflected in the lives of normal people," he said.

Khadjimuradov carries an iPhone displaying a picture of himself with Kadyrov, although they are from different parties.

Many Chechens say Kadyrov, a rebel who became a Kremlin loyalist, is the engine for United Russia's performance.

He came to power three years after his father, the region's first Moscow-backed leader, was killed by separatists in 2004 and has enjoyed a steady flow of Russian funds that he has used to rebuild Grozny.

Across the city, United Russia flags flutter along the side of the road, next to pennants bearing the colors of the Chechen and Russian flags. Pictures of a young, austere-looking Vladimir Putin stare down at motorists across the small region.

Glitzy construction projects loom above the main thoroughfare named Putin Prospect. Above a giant New Year's tree in central Grozny, red lights spell out: "Thank You Ramzan For Grozny."

Some local residents say Kadyrov uses the money to further his own personal ambitions and establish a cult of personality in the region, while channeling money and jobs to his own Benoi clan, the largest and most powerful in Chechnya.

At a cafe in Grozny, Khadjimuradov's friends - other functionaries in government offices - debated whether Kadyrov is more like Peter the Great or Caliph Uthman, the Muslim leader who brought Islam to neighboring Dagestan in the 7th century.

"Kadyrov is a builder. He has a vision like Peter the Great did," said Khadjimuradov.

Political analysts say there is real popularity for United Russia among the people who have benefited from Moscow's funds and recognize the importance of loyalty to the Kremlin which results in heavy state funding.

"The support he enjoys from Russia is one of the fundamental bases for stability in the region and the reason why he can exercise so much authority ... So he has a reason to be personally thankful to Putin," said Yevgeny Minchenko, director of the International Institute of Political Analysis in Moscow.

In exchange for clamping down on Islamist insurgents, human rights groups say Moscow ignores accusations of rights abuses such as extra-judicial kidnappings and police torture.

The logic follows that as long as the region remains quiet Moscow turns a blind eye to violations of Russia's secular constitution as Kadyrov boosts his own authority by imposing his own version of radical Islam.

Kadyrov has denied allegations of wrong-doing as attempts to blacken his name and says he works only to rebuild the region and keep peace.

SHARIA COURT

The North Caucasus region as a whole saw support for United Russia much higher than in most other regions.

Neighboring Dagestan and Ingushetia both showed United Russia support above 90 percent.

Idris Abadiev, a former deputy in the parliament in Ingushetia, and leaders of other local clans say the vote was falsified in Ingushetia.

They complained to Ingushetia's Islamic court, which locals say operates unofficially under the regional Mufti. There they decided to sue Ingushetia leader Yunus-Bek Yevkurov and the regional election committee head Musa Yevloyev.

"To protect the interests and the rights of our own people, we have to pick our own deputies to enter parliament, not those who have been assigned to us," said Abadiev, speaking in his house outside of the city of Nazran.

A combination of corruption, religious militancy and clan loyalties have inflamed the insurgency in the North Caucasus which President Dmitry Medvedev has called Russia's biggest domestic security threat.

Nearly 700 people have been killed in the first 11 months of this year in violence between security officials and militants, says the Caucasian Knot, which monitors violence.

"I didn't vote because it doesn't matter how you fill out your voting ballot. Putin will always be in power. Putin doesn't respect our laws, the laws of Shariah that we want here," said 26-year-old Malik Kastoyev.
