iPad cellular bought in canada / used in the netherlands - will cell work?

If I bought the new ipad Retina with cellular bought in Canada and used in the Netherlands (and other European countries)...will I be able to use the cell capabilities?

I have heard 'yes' and 'no', but no one has said why/how the iPad will/won't work in both (or any) countries.

Would love to know how I can get around this, if possible.
