PANAJI: Chimbel villagers unanimously adopted a resolution urging the panchayat to allow only original residents of the village to purchase land for construction of houses, at an eventful gram sabha on Sunday.
The gram sabha members regretted that they found it difficult to purchase even a small plot of land in their village. Several housing complexes have been constructed in the village.
The panchayat should not allow sale of land to outsiders and new constructions on such land in future, the members said. They urged the panchayat to send the resolution to the government for speedy action. The resolution for a freeze on sale of land to non-villagers was proposed by Rumaldo Carvalho and seconded by Mohan Kunkolker.
As sarpanch Shruti Kunkolker was on leave , deputy sarpanch Chandrakant Kunkolker presided over the gram sabha. Sources said the villagers have filed a petition before the court, seeking to disqualify him for presiding at two earlier gram sabhas when the sarpanch was present.
When the issue about the village boundary dispute with Merces panchayat was taken up, the deputy sarpanch clarified that the panchayat did not have any documents relating to the boundary.
Kunkolker said the village boundary was determined by releasing a bull in a particular direction, shocking the gathering into silence. They later resolved that not even a square metre of land will be allowed to be surrendered to any other village.
The members also demanded that the panchayat send the resolution to the government. If needed, the panchayat should initiate legal action if any encroachment has taken place.
The issue of sewage from a housing society being discharged onto the road for several years, raising a health hazard generated some heat.
St Cruz MLA Atanasio Monserrate had also drawn the panchayat?s attention to the nuisance, villagers said. The members resolved that the approvals issued to the society should be immediately revoked. The members also demanded cancellation of water and power connections and the deputy sarpancha?s resignation for failing to solve the problem.
The villagers were agitated over the non-implementation of gram sabha decisions and the stoppage of the national rural employment guarantee scheme since March 2012. Some members alleged that new constructions are coming up in the open space reserved for parking in a housing complex.
The villagers suggested that the panchayat office remain open on Sunday and questioned the presiding officer for not including a development plan for Chimbel along with the budget 2013-14. A plan should be prepared within a certain timeframe, they said.
